Straight answers on what your health business is worth.
Medival values medical, dental, pharmacy, allied health, vet, aged care and NDIS businesses across Australia, and nothing else. The short answer comes first, with the fee.
How much does a medical practice valuation cost?
How much does a medical practice valuation cost?
A signed valuation report on a medical or health business with yearly revenue up to $2 million is $1,495 plus GST. From $2 million to $3 million it is $2,495, and from $3 million to $10 million it is $3,495, both plus GST. Above $10 million: quoted in writing before work starts. An expert report for family law or a dispute is $4,495 plus GST up to $10 million. The fee is fixed and agreed in writing before any work starts.
What is my medical practice worth?
It depends on the earnings the practice can keep producing once each doctor's own billings and personal goodwill are separated from what a buyer would actually take over. Medival does not publish rule-of-thumb multiples, because the right figure turns on the billing mix, the practitioner contracts and how much of the practice rests on you. A signed valuation report gives you a figure you can use for a sale, a buy-in, a tax matter or a restructure.
Do I need a valuation for CGT 2027?
Your accountant decides whether the new rules reach your business: Medival prepares the valuation, not tax advice. If the value matters, the CGT 2027 Valuation Package is $1,995 plus GST for a practice or provider with annual revenue up to $1 million. It covers a valuation of the business now and an update to 30 June 2027 once the year-end figures exist.
Can you value my share of a practice?
Yes. Medival values the whole practice first, then the share, company interest, units or partnership interest being bought or sold, and says whether any discount or premium applies to that part. It is the usual starting point for a buy-in, a buy-out or a partner leaving.

Where a valuation is needed
Which decision is the valuation for?
The purpose sets the basis of value, the valuation date and the fee tier, so it is the first thing we settle. Choose the situation you are in and the page explains what the report covers and which fee applies.

NDIS providers
NDIS businesses are valued on what transfers, not on last yearโs accounts.
A registration is linked to a single ABN and is not transferable, so a share sale and an asset sale deliver very different things to a buyer, and a change of ownership has to be notified to the NDIS Quality and Safeguards Commission. Supports are subject to maximum prices the provider cannot raise, so value comes from volume, mix and cost control rather than pricing power.
The Scheme also changes on published dates: budget allocations, claiming windows, plan rollover, mandatory registration and the arrangements for plan management and support coordination. A valuation has to say which of those it assumes, and how. Ours do.
Registration, notification and pricing statements are drawn from the NDIS Quality and Safeguards Commission and the NDIA, and are cited in full on the NDIS pages.
How it works
Five steps from the first conversation to a signed report.
Nothing is sent before we have spoken. The first call settles what is being valued, why, on what basis and at what date. The report then sets out the earnings, the method, the evidence and the assumptions, so the conclusion can be tested rather than taken on trust.
- 1
Initial discussion
We establish the business being valued, the purpose of the valuation and the appropriate valuation date.
- 2
Information collection
You receive a focused information request covering the financial and operational material required.
- 3
Analysis and valuation
We analyse maintainable earnings, business risks, healthcare-sector factors and relevant valuation methodologies.
- 4
Draft findings
We provide the draft valuation and clarify any factual questions before finalisation.
- 5
Final report
You receive a clear, independent valuation report suitable for its stated purpose.
What a Medival report sets out
A valuation should explain not only the concluded value, but how that conclusion was reached. Depending on the purpose and scope, a Medival valuation may include:
- Business and industry overview
- Historical financial analysis
- Normalisation of earnings
- Maintainable earnings assessment
- Valuation methodology
- Risk and value-driver analysis
- Market evidence
- Goodwill assessment
- Valuation conclusion
- Key assumptions and limitations
Who signs, and to what standard
One valuer signs every report. Every report is held to the APES 225 guidelines.
A valuation is challenged on process before it is challenged on the number: who prepared it, what they were asked to do, what they looked at and what they left out. Both answers are on this page.
Jackson Wilson
Founder and Signing Valuer
B.Bus (Finance) ยท Diploma of Financial Services ยท RG146 ยท Disruptive Strategy (Harvard Business School Online)
Jackson founded the practice, now Medival, to bring healthcare-sector knowledge into valuation work that is too often done with generic assumptions. He signs the reports Medival produces and is accountable for the methodology, the concluded valuation position and the independence declaration on each engagement, so there is always a named specialist standing behind the number.
The standard behind the report
Guided by APES 225.
APES 225 Valuation Services is the standard Australia's accounting bodies set for valuation work, and the one an accountant, the ATO or a court reaches for when a report is tested. We are an independent valuation practice, not an accounting firm, and we hold every report we sign to it. The standard is theirs. The discipline is ours.
The engagement is defined before work starts
APES 225 asks for the purpose, the scope, the basis of value and the valuation date to be agreed in writing, and for the report to state which type of engagement it is: a Valuation Engagement, a Limited Scope Valuation Engagement or a Calculation Engagement.
Independence is stated, not assumed
The standard expects the valuer to be objective and free of any interest in the outcome, and to disclose anything that could be seen to compromise that.
The reasoning is on the page
The standard expects the report to set out the information relied on, the methods chosen and why, the key assumptions and the limitations.
The file supports the report
The standard expects working papers to be kept.
The practice behind the report
One company, four valuation practices, four cities.
Medival is the healthcare and NDIS practice of Valuation Group Pty Ltd, which also operates Oliver Group, Family Law Valuations and Start-Up Valuations.

How much is my medical practice worth?
The answer turns on how much of the billing walks out with the departing doctor, the contractor payroll tax position and the billing mix.

FAQs
Questions owners and their advisers ask first
What is a healthcare business valuation?
A healthcare business valuation is an independent opinion of what a practice, pharmacy or provider is worth at a stated valuation date and for a stated purpose. It is usually prepared on a market value basis: the price a willing but not anxious buyer and seller would agree, both informed and neither forced to act. That meaning comes from Spencer v Commonwealth [1907] HCA 82 and is the one the Australian Taxation Office applies for tax purposes. Value in that sense is not a forecast of the price one particular buyer would pay. An independent business valuation records the earnings, method, evidence and assumptions, so the conclusion can be tested.
Who can value a healthcare business in Australia?
An independent business valuer, a business broker or an accountant can each put a figure on a healthcare business, and they produce different documents. A broker's appraisal estimates a likely sale price and is normally prepared by the broker who hopes to sell the business. An independent valuation is a signed opinion of value at a stated date and for a stated purpose, which is what a co-owner, a tax matter or a family law matter typically calls for. Medival is an Australian valuation practice that values healthcare businesses only: NDIS providers, medical, dental and allied health practices, pharmacies, veterinary practices and aged care businesses. We charge a published fixed fee.
How are medical practices valued?
On maintainable earnings: the profit the practice can be expected to sustain once one-off items are removed and every doctor, including the owner, is paid market rates for clinical work. Those earnings are capitalised at a multiple reflecting risk, growth and how much earning capacity would survive a change of owner. Medicare provider numbers are issued to individuals, and Services Australia states you cannot use another health professional's provider number, so billings follow the doctor. A medical practice valuation also weighs billing mix, patient retention, the lease, whether a service entity is involved, and payroll tax exposure of the kind described in Revenue NSW ruling PTA 041.
Can a valuation be used for a tax matter?
Yes, where it is prepared for that purpose and says so. The Australian Taxation Office states that the acceptability of a valuation usually depends on the valuation process undertaken rather than on who conducted it, and that the onus of providing a replicable and defensible valuation stays with the taxpayer even when a professional is engaged. It expects a report to record the purpose, scope, valuation date, definition of value, methodology and the evidence relied on. Whether a valuation is needed in your circumstances should be confirmed with your accountant. See tax and restructure valuations.
Is Medival the same practice as HPNA?
Yes. Medival is the new name of the practice that traded as HPNA (Healthcare, Pharmacy & NDIS Advisory). It is the same practice, operated by Valuation Group Pty Ltd (ABN 48 702 469 252), with the same valuer, the same published fees and the same offices in Melbourne, Sydney and Brisbane, with Perth by appointment. It prepares independent valuations of healthcare businesses: medical, dental and allied health practices, pharmacies, NDIS providers, veterinary practices and aged care businesses. About Medival sets out who signs the valuations and how an engagement runs.
How are NDIS businesses valued?
On the earnings the provider can sustain under the pricing settings at the valuation date, adjusted for participant concentration, workforce cost and compliance risk. Maximum prices for NDIS supports are set by the Minister's pricing determination and listed in the NDIS pricing schedules effective 24 September 2026, so growth comes from volume rather than price. An NDIS business valuation also tests registration. The NDIS Quality and Safeguards Commission states that registration is linked to a single ABN and cannot be transferred, and that for ownership changes from 1 July 2026 a buyer of a provider delivering high-risk or complex supports must start an audit no later than three months afterwards.
How long does a business valuation take?
That depends on the engagement, and we confirm the timeframe when the scope is agreed rather than quoting a standard turnaround. The main variables are the purpose, because a valuation prepared for a legal or tax matter carries a higher evidentiary standard than an internal review; the number of entities, sites and practitioner arrangements involved; whether the financial records are complete and reconciled; and how quickly questions on normalisation items are answered. Incomplete information is the most common cause of delay. The fee does not vary with any of that: it is a fixed amount set by annual revenue, agreed before work starts. How it works sets out each step.
What information will Medival need?
Financial statements and tax returns for the most recent trading periods, management accounts for the current period, and the detail behind owner remuneration, related-party rent and one-off items, so that earnings can be normalised. Then the operational material: practitioner and contractor agreements, the lease, staff and award arrangements, billing or funding data by payer, patient or participant numbers, the asset register, and any registration, approval or licence documents. For a shareholding, add the constitution and any shareholders, partnership or unitholders agreement. The full list is in what information is needed for a business valuation.
Do you provide valuations for family law matters?
Family law valuations for healthcare and NDIS businesses are prepared by our dedicated family law practice, Family Law Valuations. It publishes two fixed fees: a Settlement Valuation at $2,495 plus GST for negotiation and mediation, and a Family Law Expert Valuation at $4,495 plus GST where an expert report is needed. In family law property matters a business is commonly valued by a single expert, and Part 7.1 of the Federal Circuit and Family Court of Australia (Family Law) Rules 2021 covers how that expert is appointed, the duty owed to the court and how the report may be questioned. Healthcare business valuation in family law explains how a practice is valued for this purpose.
Can Medival value an individual shareholding?
Yes. We value the business as a whole first, then move from enterprise value, the value of the operations before borrowings, to equity value by deducting interest-bearing debt and adding any surplus or non-operating assets, and apportion that to the interest being valued. Whether a minority discount or a control premium applies depends on the purpose, the size of the parcel and what the shareholders, partnership or unitholders agreement says. That agreement may also fix the basis of value, for example fair value rather than market value. Share and equity valuations covers company, trust and partnership interests.
Does Medival work across Australia?
Yes. Medival values healthcare businesses in every state and territory. Engagements can be conducted remotely: financial and operational information is provided securely, and discussions with the owner, practice manager or adviser are held by video or telephone. A site visit can be arranged where the premises, fitout, equipment or layout matter to the conclusion. State rules change the analysis, including the payroll tax treatment of practitioner contracts, so the valuation reflects the rules that apply where the business operates. About Medival sets out how we work with owners and their advisers.
